At the 2023 Secretary of the Army Awards Ceremony, held August 10, 2023, hosted by the Honorable Gabe Camarillo, Under Secretary of the Army, Mr. Fracasso was the recipient of the Fiscal Year 2022 Secretary of the Army Award for Small Business Utilization. Mr. Fracasso was recognized for his diligent pursuit of excellence and efficiency supporting Small Business Programs.
His unique and transformational “Did You Know” campaign expanded knowledge and awareness of small business direct award programs resulting in reductions to cost and schedule while increasing the year over year small business obligations in all socio-economics categories. Mr. Fracasso’s dedication to addressing the barrier and the challenges that face industry and the acquisition team, along with his novel and innovative approaches, demonstrate a commitment that will continue to nurture the health of the industrial base and address critical shortages in ammunition supply by expanding the awareness and accessibility for small business vendors. These innovative practices and strategies are critical components in putting the acquisition team on a sustainable strategic path to win future fights as they continue to navigate an unpredictable future.
DoD Request For Public Comment

DoD is seeking public input on improving the timeliness of payments to defense subcontractors.
The request for feedback published Friday July 14 in the Federal Register and stems from the Defense Contract Finance Study, which found that defense subcontractors and suppliers generally do not receive favorable cash flow benefits as consistently or to the same extent enjoyed by defense prime contractors. Input on this matter is solicited from interested parties, including current prime contractors, subcontractors, suppliers, or vendors, and potential new entrants.
This is a great opportunity for small businesses in particular to have their voice heard. Interested parties are encouraged to submit their comments within 60 days (by Sept 12) via the Federal eRulemaking Portal at https://www.regulations.gov/docket/DARS-2022-0012/document
